Clean Production of SPC began in 1997. The Acrylonitrile Plant of the Chemical Division was listed as one of the first batch exemplary plants for Clean Production of Sinopec in 1997. And the PTA plant of the Polyester Fiber Division was listed as one of the second batch in 1998. Both of the two plants passed the audit and acceptance check of Clean Production of Sinopec Group in 1999.
In recent years, according to the proposal of "promoting clean production in Sinopec Group step by step with plan" at the 8th Environmental Protection Conference and the requirements of related documents of Sinopec Group, SPC set up a leading team for clean production headed by the Company’s Deputy General Manager, who is in charge of the decision on major problems emerged from implementation, organization and coordination of clean production. In addition, SPC formulated plans to conduct clean production according to its own situations.
In the first quarter of 2000, Sinopec Group published the implementation plan of clean production. Ten enterprises were on the list of the first batch exemplary enterprises in Clean Production Plan of Sinopec Group, and the Chemical Division and the Plastics Division of SPC were among them. In order to fulfill the task in the “Notice of Implementing Clean Production Plan” issued by Sinopec Group, SPC began to carry out an overall clean production audit on 9 sets of plants in five major divisions (including the butadiene plant and hydrocracking plant of the Refinery and Petrochemical Division, PVA plant of the Chemical Division, polyester plant and 10,000 tons/year filament plant of the Polyester Fiber Division, Jinyang acrylic fiber plant of the Acrylic Fiber Division, 1PP plant, 2PP plant and 2PE plant of the Plastics Division). At the same time, concerned staffs in the divisions were trained on cleaning production audit by various means such as inviting experts to give lectures and holding training classes.
In 2003, according to the Document No. 27 “Notice of Printing ‘Minutes of Seminar on Check and Acceptance of Exemplary Enterprises of Clean Production’”, a clean production audit was organized by Sinopec Group on the first batch of exemplary enterprises including Sinopec Yangzi Petrochemical Company Ltd., Sinopec Zhenhai Refining & Chemical Company Limited, Yanshan Refinery Branch (as well as the Chemical and Plastics Divisions of SPC), and relevant plants. Meanwhile, the second batch such as SPC, Sinopec Guangzhou Branch, Fujian Petrochemical Co., Ltd., Zhongyuan Petrochemical Co., Ltd., will be audited in 2006 as planned. Hence, SPC held a clean production seminar, adjusted members of the leading team of clean production and also arranged future tasks. The plants listed in the audit plan will accept internal audit by the end of 2005. And now the audit is under way as scheduled.
